Try this

<xsl:template match="inlinegraphic">
  <image>
    <xsl:attribute name="src"><xsl:value-of
            select="./@fileref"/></xsl:attribute>
  </image>
</xsl:template>

N.B. figs\image001.jpg is not a portable partial URL, figs/image001.jpg
is.
