It looks like the standard DocBook headers and footer are turned off in javahelp. In javahelp/javahelp.xsl, the templates that would be used to generate them are made empty: <xsl:template name="header.navigation"> </xsl:template> <xsl:template name="footer.navigation"> </xsl:template> I suspect that is because Javahelp adds its own. So your parameters settings won't have effect. You would have to copy the originals from the chunking template to a customization to restore them.
