Hi Jaques,

If you are running the transformation with oXygen you should enable the 
XInclude support (it is off by default). The option is available from 
Window->Preferences - oXygen->XML->XML Parser options - Enable XInclude 
processing. Otherwise the xi:include will not be expanded.
