It depends a lot on your circumstances.  If you efficiently produce output
of sufficient quality now, you may not need to switch to XML. If there are
XML features or standards you want to use, then think about switching.  The
DocBook XSL stylesheets have more features than the DSSSL stylesheets, but
you may not need those features.

I think the question is decided by the PDF output.  I have no idea when FOP
will be able to reach production quality.    If you can afford to buy a
commercial XSL-FO processor, though, then I wouldn't hesitate.
