In the XML 1.0 specification, section 2.8, it says: "If both the external and internal subsets are used, the internal subset is considered to occur before the external subset." That means the PE has not yet been declared when you try to call it within your internal subset. Anyway, the DTD already includes all the character entities from ent/*.ent in the DTD distribution. You should not need to include them yourself.
