[I'm moving this over to the docbook-apps mailing list since docbook is for DTD questions] Setting the page.margin.inner and page.margin.outer parameters from the command line is known to work (I just tested it with Saxon and 1.68.1). So I don't see how it would be a problem with the stylesheets. I think perhaps Oxygen is somehow not passing the parameter values to the stylesheet. In what version of DocBook XSL did it work? Are you able to set other parameter values? Are you using a customization layer or the straight 1.68.1 stylesheets? Also, I'm not clear what you mean that the page.margin.* values have to be hard coded.
