First, it is not my stylesheet distribution.  8^)
Norman Walsh wrote most of it, and I'm one of the maintainers.  It is,
however, my book about the stylesheets.

I think watermark would make a fine feature, independent of draft mode.
Currently draft.mode does more than just a watermark.  It also adds "Draft"
labels in the headers/footers.  I would suggest you file a feature request
on the DocBook SourceForge site for this.  Here are instructions:
