Publishing Character Entities (%isopub;) in PDF from DocBook XML

Hello,

I have a process to go from DocBook XML to FOP to PDF
which works great; however, I want to use the following 
Unicode or %isopub; symbols in my XML:

Music sharp: &#266F; or ♯
Music flat: &#266D; or ♭
Music natural: &#266E; or ♮

In the output PDF, all three of these characters appear
as a normal pound symbol (#).  

Is it possible to fix this?  If yes, does it
require a special font that may not be on an
end user's system?
