TOC ident of nested sections with fop

Dear all,

When publishing articles with nested sections with fop, the first level 
section in the TOC has an ident similar to the third level section. (In 
HTML output the first section title of the TOC is on the left.)
 
How can I have the first section title with no ident to the left with fop?
Is modifying  the mode="toc" template the right place for that?
