oXygen does offer xinclude support, see
http://www.oxygenxml.com/xinclude_support.html for details...

Also, I notice that oXygen is "on sale" through tomorrow, 20-25% off the
regular price, so the personal/academic license for non-commercial use is
only $48! The Professional license is also on sale, so its only $180
instead of $225, until tomorrow! See http://www.oxygenxml.com/buy.html for
details.

I appreciate their policy of allowing "named user" licenses to use the
product on Windows, Mac, and/or Linux, as well as offering a plug-in for
the Eclipse Java IDE, which makes it quite versatile. They also have
license arrangements for floating licenses, academic classroom licenses,
etc. so they offer lots of flexibility.
