Did you try [1]? Especially the FO processing instructions are very 
useful. It is just a guess, but maybe you forget to insert one:

<sidebar>
 <?dbfo float-type="margin.note"?>
 <programlisting>...</programlisting>
</sidebar>

Probably you should try <?dbfo sidebar-width="..."?> and <?dbfo 
float-type="..."?> too.
