I saw the title of your message (only), and promptly downloaded the
snapshot to test my XSLT 2.0 processor against it.

I'm using Fedora Core 4 Linux, and I get what looks like essentially
the same problem:

$ gexslt tools/writetests.xsl html/docbook.xsl

In :
Recoverable error: http://www.w3.org/2005/xqt-errors#FODC0002: Failed to parse file://localhost/home/colin/docbook-xsl2-snapshot/html/param.xsl. Cannot open file /home/colin/docbook-xsl2-snapshot/html/param.xsl
At line 11 in file://localhost/home/colin/docbook-xsl2-snapshot/tools/expand.xsl:
Fatal error: http://www.w3.org/2005/xqt-errors#XTDE0830: Name is not a valid QName

Checking manually, there is indeed no param.xsl file.
