Orderedlist continuation

Hello,

The DocBook v5 spec says that an <orderedlist> has a 'continuation' 
attribute that can be either "restarts" or "continues". What it doesn't 
say is which of these should be the default when no attribute is specified.

Any suggestions? I guess I would pick "restarts", but if there is a 
convention in the DocBook world I'd like to follow it.
