I am a little lost. Why does each chapter have an xml:base
declaration? You are probably aware that if you xi:include a DocBook
file (containing say, a chapter), that the xml:base attribute will be
automatically added to that element in the final document. So, I am
wondering what the specific reason is for the "extra" xml:base
attribute.

I don't think I've ever attempted to xi:include a document that
already has its own xml:base declaration - I imagine this is rare for
others as well, which might be why you are running into difficulties.
