I'm still not quite clear on what you want, but I can say that there is no single parameter that globally turns on or off the "Chapter" part of "Chapter 1". Maybe there should be, but that's a different discussion. As Ron pointed out, in the current stylesheets you need to customize the 'toc.line' template to change the TOC. You can customize the gentext templates in the 'local.l10n.xml' parameter to turn it off for the chapter title page (use the context="title-numbered" if chapter.autolabel is 1).
