No, that was not intended. Entries are only sorted within a glossdiv.  The 
stylesheet doesn't know what glossdivs are used for, so it should not 
automatically sort between them as well.  What you want is a single 
glossary in the source XML, and a stylesheet that generates alpha divisions 
in the output, the way indexing works.  That's a nice feature request.  8^)
