OK, it is working, just not as you expected.

The table frame attribute controls only the outside
frame. The rowsep and colsep attributes control the inner rules in Cals
tables. Those are set to 1 (on) by default in Cals tables, and the stylesheet
acts on that. Set them to zero to turn them off.

For tables using HTML markup, the
frame="hsides" should work, but it currently is not implemented in the
stylesheet. You could bug report that one.

with frame="topbot" and it doesn't seem to work. I'm using xslt,
docbook5-xsl-1.72.0, fop 0.93 and docbook 5.0.

Any ideas? Are there better
