Index heading always centered

Hello there,

 

I was wondering why the title of the Index is always in the middle of the page, even though it should be right aligned.

The thing is that the index seems to have two columns, and the title is in the left one.

What I want is a title above both columns (I want a rule above the title).

 

Is the title title supposed to be above the left column?
