So of course, mere minutes after sending my email (and after several days of searching online for the answer), I found this thread:

Is there a parameter for setting the Part TOC location, or if not, is there a suggested method for editing the relevant templates? I briefly entertained the idea of "What if parts were components instead of divisions", but I'm not sure if this is the right direction or even possible to accomplish with the current stylesheets.
