Yes, this can be done. The
$default.float.class parameter determines where a float is placed if not
otherwise specified. If the value is different in your HTML and FO
processing, then you should get different results (unless you are using the
floatstyle attribute on each float, in which case the default value won't be
used). See this doc for more info:
Note that the value for top of page is "before",
the designation from the XSL-FO standard.
