Just to complete this thread, I ended up following Bob's advice of using a stylesheet parameter to supply the filename and then modified the hhp-main template to use the new parameter.

We could do that but the I believe the hhp file is rebuilt from scratch every time the stylesheet process is run; it would be better if there was some other way to add image files.

to the [Files] section of the hhp file.

You can do this via the hhw.exe or by editing the plain text hhp file.
