Hey Bob, 

your hint on a maybe outdated version of xmllint was just the right idea, thanks for that - Christmas is saved ;-)

I've been resolving xincludes with version 20611 of xmllint and after upgrading to 20706 everything works as expected! xml:base is now set correctly.
