FOP can't find images

Hello,

I got an error when try to using <callout>

13.04.2010 12:47:24 org.apache.fop.fo.flow.ExternalGraphic bind
SEVERE: Image not found: images/callouts/1.svg

In .fo it seems like this:
<fo:inline><fo:external-graphic content-width="7pt" width="7pt"
src="url(images/callouts/1.svg)"/></fo:inline>

I think my toolset misconfigured, but which tool need to be configured? I need to
configure xsltproc to generate next .fo:

src="url(d:/docbook-tools/docbook-xsl/images/callouts/3.svg)"

or I need to configure FOP to search for images in
d:\docbook-tools\docbook-xsl\images?

How can I solve this problem?
