I think FOP 1.0 added the integer value for the keeps as well. You could specify the "keep strength". I wonder if the stylesheets can handle a strength integer as well as "always" or "auto"?
 
My problem was based on figures splitting the graphic and the title/caption and long tables that I just plain wanted to start on the next page.
