Ok, guess that's a bug in webhelp. This is how I have that in my
customization layer:

	<xsl:comment><xsl:text>[if IE]>
	&lt;link rel="stylesheet" type="text/css" href="../common/css/ie.css"/>
	&lt;![endif]</xsl:text></xsl:comment>
