In this case, the closing xsl:text tag is in the third line, just
before the closing xsl:comment tag:

<xsl:comment><xsl:text>[if IE]>
&lt;link rel="stylesheet" type="text/css" href=""> &lt;![endif]</xsl:text></xsl:comment>

So all the contents of the comment is inside the xsl:text.
