Right, my fault.
Indeed it seems that the default Docbook stylesheets indeed do not output <i> tags for emphasys with italic role. And a possible solution would either mean CSS customizations or XSLT customizations to add the <i> tag.

to XHTML (Docbook XSL 1.78.1) and the XHTML output contained something

And that <strong> tag should be enough to render the text as bold.

Hi Radu, please reread my question. I said that bold was working it is
only Italic that is not working, and the problem is not with XHtml
output but with WebHelp and Html output.
However Im using 15.0 so I will try updating to 15.1
