Changing that would ripple all the way down through <sect1> and such.

Why do you believe you need this?  For example, if all you’re trying to do is reduce the font size, you can do that in CSS.  The stock DocBook HTML output is *heavily* tagged, so that you could even target particular flavors of <h1> separately.
