[docbook-tc] FYI: New mailing-list mirror of RFE submissions

I just set up a mailing list to mirror traffic (new RFE submissions
and responses to RFE submissions) from the DocBook RFE tracker at
Sourceforge. I should make it easier for those that are interested to
keep up with RFEs as they come and go.
