I was thinking the element that contains it. With footnote, I guess
because it always generates a marker, that I didn't actually think of
footnote as being associated with any particular element. But it seems
like an annotation needs to be, e.g.:
<acronym>FYI
<annotation class="expansion">For Your Information</annotation>
</acronym>
