DOCBOOK: eps, html

hello,

i have created a sgml ducu.
in this have done:

<figure><title>nice picture</title>
<graphic fileref="/figures/sun.gif>
</graphic>
</figure>

than i have transformed it into html by using docbook3.1.DTD, jade 1.2.1
and the modular styleshhets for html.

the result looks like this. 

in the .html file is this entry <IMG SRC="/figures/sun.gif"> 
                                                     ----

but there is no generated .gif file.

does a tool exist, which makes a eps file to gif
