DOCBOOK: Announce: DocBook XSL Stylesheets V1.0

Hello world,

Yesterday I published version 1.0 of the DocBook XSL Stylesheets.
They aren't perfect, but they seem to do a reasonable job (please
report problems) and it seemed like time to get 1.0 out there.
