DOCBOOK: Announce: JRefEntry 1.0

JRefEntry is my first cut at a DocBook RefEntry model tailored for
JavaDoc-style documentation, as described in:

  http://java.sun.com/products/jdk/javadoc/writingapispecs/index.html

I'm using it in the DocBook XSL Stylesheets to document variables,
templates, modes, etc. Or, well, at least I'm planning to. I haven't
written a whole lot of it just yet. :-(
