no, its not. its a stylesheet issue. when a <ulink> is processed by
the DSSSL engine, it is turned into an XXX, which has no knowledge of
the fact that it was once a URL. Where would it record the fact?
unless it can tell the TeX backend that, how can the TeX backend infer 
it? ok, so it could look for http:// etc, agreed, but thats only part
of it.
