DOCBOOK: digests now available

As requested by Norm, I have created digest versions of the docbook and
docbook-apps mail lists. To subscribe to either of these, do the following:

To subscribe to docbook-digest, send a message to
docbook-digest-request@lists.oasis-open.org with the word "subscribe" as the
body of the message. You should also send a message to
docbook-request@lists.oasis-open.org with the word "unsubscribe" as the body
of the message in order to unsubscribe from the undigested list.

For docbook-apps, do the same except that the addresses are
docbook-apps-digest-request@lists.oasis-open.org and
docbook-apps-request@lists.oasis-open.org.
