PSGML inserts it automaticaly, because this attribute has default value in DTD. You can switch-off this behaviour by setting sgml-shorttag to t. This setting can be invoked from menu SGML -> File Options -> SHORTAG. Then you can save current settings at the end of file by selecting SGML -> File Options -> Save options.
