We try to package it all and let the user decide.  Who am I to say,
"don't use SGML" ?

Anyhow, you're point has nothing to do with my question, which is,
"What exactly is the normative status of docbook.dcl for SGML
documents".  Norm told me it's not normative, that's good enough for
me.

Um, right now it's 
  /usr/lib/sgml/stylesheet/xsl/docbook/nwalsh/

That should be moving to our "take" on the LSB standard SGML
locations, see
