have a look at www.suse.de/~ke/sgml as Karl has the source rpms and
binary rpms for psgml 1.2.2 Although they are originally for 7.2 I can
confirm that they did work under SuSE 7.1 also try adding

(load "suse-start-psgml") in your .emacs file
