Ummm, I'm already doing that. It works just fine without changing 
Docbook at all.

We could easily write the DTDs to require the parse attribute of 
xinclude:include to have the value text. If people want to use 
parse="xml", then more power to them. They just have to resolve 
everything before validating against the standard DTDs. (This is, in 
fact, what I'm already doing.)

I suppose that's possible. I just prefer not to reinvent the wheel.
