DOCBOOK: Placement of info wrappers

It has been observed that the relative placement of info-wrappers and
titles is inconsistent:

<set>
  <title>
  <setinfo>...</setinfo>

<book
  <title>
  <bookinfo>...</bookinfo>

<chapter>
  <chapterinfo>...</chapterinfo>
  <title>

<table>
  <blockinfo>...</table>
  <title>

This could be fixed, but it would be a backwards incompatible change.
Is it worth the effort?
