DOCBOOK: FAQ & toc

I created a large FAQ in Vietnamese, using DocBook SGML+DSSSL
Here is the structure:

<article lang="vi" class="faq">
<articleinfo>...</articleinfo>
<sect1><qandaset>...</quandaset></sect1>
<sect1><qandaset>...</quandaset></sect1>
<sect1><qandaset>...</quandaset></sect1>
<toc></toc>
</article>

I would like to have a Table Of Content in the first page, so people would
be easy to find the answers. Article element only allows toc at the end of
document. But there is no toc at all in printed document when i put toc into
article element (html version is too, but html has a mini toc in each section).
Can you help me?
