How embarrassing. Your proposal would make the HTML table model in
DocBook SGML a subset of the HTML table model, which defeats the
purpose of adding the table model in the first place.

Instead, the Committee proposes to make the 'rules' attribute a CDATA
attribute (instead of an enumerated list) in the SGML DTD. This
reduces the validation power of the DTD, but the validation power of
the DTD in this area is already seriously compromised.
