This is not problem of DocBook DTD, but general problem of DTDs -- they 
do not cooperate with namespaces very well. Your requirements should be 
very easily solved with DocBook 5.0 that will be based around Relax NG 
grammar (there will be of course DTD version of this grammar for legacy 
toools). You can find prototype version of DocBook 5.0 at
