In this case, yes.

This is true, if a user /have/ the latest version of the DTD.  But from a 
catalog perspective, I am hesitent to give a user version 4.3 if the 
document requested 4.1.2. I know it shouldn't be harmful. It is a matter 
of the "least common surprise". :)
