Announce: DocBook V4.5CR3

Hello World,

I just uploaded DocBook V4.5CR3 to DocBook.org. It'll follow on the
OASIS site shortly.

V4.5CR3 corrects the SGML parsing error reported in CR2. It's
otherwise unchanged.

Hopefully *this one* will get to OASIS Standard :-)
