Both the DocBook 4 and DocBook 5 versions of TDG are now licensed under the GNU Free Documentation License, so technically you don't have to ask for permission to copy or distribute them or post them online. http://www.docbook.org/tdg/en/html/dbcpyright.html http://www.docbook.org/tdg5/en/html/dbcpyright.html But Norm is the copyright holder for them (along with O'Reilly), so if you really feel like you need to get permission, I think you'd need to ask him. Personally, I think it'd be great to have a dblatex-generated version of the TDG online as a way to compare to the ones generated from FO stylesheets and toolchain.
