Are you trying to link TO the para or FROM the para to somewhere else?
 
Generally, in DocBook 5.0, you can use linkend to create a link FROM
any inline element TO another element. Even though the schema allows
linkend on para, I guess the stylesheets don't process an outbound link
from a block element like para.
 
Your best bet in the short term would be to put the linkend on an inline,
but maybe someone on the list can shed some light on what linkend should
do on a block element.

Can you use the linkend attribute in a para element to create a link? Oxygen let me put the attribute on a para element, but the generated HTML did not include a link.
