DocBook V5.1b5 released

Hello world,

I apparently constructed this release a while back and forgot to, you
know, actually release it. Comments, etc. most welcome as usual.

It's not the prettiest release ever. Sorry about that.

Here are the publicly visible changes since 5.1b4:

* In callouts.rnc, fixed reference to broken pattern; make sure
  linking attributes are on areas

* Attempt to implement RFE #3368279, make content optional in
  components and sections

* Allow link in extendedlink, in preparation for arc and locator being
  removed in V6.0

* Add extendedlink changes to the V6.0 future use comments

* Fix RFE#3406169, allow multiple procedure elements in task

* Fix RFE#3390036, allow tag elements to nest

* Reworked XLink attributes to support simple/extended links

* Added XInclude to images and equations; allow foreign,
  namespace-qualified attributes on the xi:include element
