My understanding is that the parameter for fop.extensions controls
features and workarounds in the xsls for fop pre 1.0 and
fop1.extensions is for fop 1.0 and above (which are very different
implementations). I doubt anybody uses the old version of fop at this
point and having both parameters invites confusion. I'd suggest
deprecating support for the old fop and removing one of the params.
