RESEND: dates on deliverables

[another premature send --- bad morning :-)]

I think we have agreement that, should a committee be formally chartered, we
will have the following deliverables (in order):

	- requirements document
	- specification (including schemas)
	- implementation guide

(Any disagreement?)

I would encourage input as to a timeline for these.

Assuming a face-to-face at Catalyst and in Montreal, I would like to aim for
a first draft of a requirements document by the first F2F and a good list of
issues (perhaps framed in a skeletal first draft of the spec) by the second.
